Is the speeding rule measured by instances or intervals?

The speeding rule is set up to trigger when a vehicle goes over a certain value over the speed limit. Every time a vehicle goes x-amount over the posted road speed limit, it will count as an occurrence/incident.

Additional Notes

If the vehicle's speed is fluctuating over the posted road speed limit, it will not count as incidents, but the rule will record the duration of how long the vehicle was speeding over the speed limit.
