Answer
When a new user is manually created by an Administrator on the database, Receive email reports is set to On unless otherwise specified.
For MyAdmin (Global) users that are not manually added to a database, Receive email reports is set to Off by default. MyAdmin user accounts are created when they logon to a database for the first time. By extension, since they are not manually added by the customer, this setting is default to Off .
